East Precinct Named 2008 Precinct of the Year

Mayor Karl Dean and Chief Ronal Serpas this evening bestowed the 2008 Precinct of the Year award to the men and women of the East Precinct, which led the police department in crime reduction with a calendar year decline of 11.4%.

A number of criteria are used to determine Precinct of the Year, including the annual percentage change in major crime, the percentage change in total arrests, an evaluation of drug equipment and drug violation charges, the number of felony convictions, the percentage change in curfew and truancy violations, the change in the number of traffic stops, and the number of founded disciplinary matters as the result of internal and citizen complaints.

Due to the varying sizes and manpower of the six precincts, a weighted formula is used to assure across the board fairness in determining the winner.

The award for the largest increase in drug equipment and narcotics violation charges during 2008 went to the Hermitage Precinct.

The award for the most significant increase in self-initiated activity during 2008 went to the Central Precinct.

One way to measure the enforcement efficiency of a precinct is the combined analysis of its total arrests, warrants served, curfew and truancy arrests, and Traffic Stops.  The winner of this category was the North Precinct.

The award for leading the police department in the area of quality felony investigations went to the West Precinct.  During 2008, the work of West Precinct officers and detectives resulted in a conviction rate of 85%. The West Precinct placed second in the overall Precinct of the Year calculation.  The margin between first and second was 2 thousandths of a point.
